, Cosmic dust from outer space may also affect long period
Weather 'trends. Volcanic dust may do likewise. There are many
tantiilizing clues to follow. And there is also a need for much hard
laboratory work, and extensive theoretical analysis by advanced mathe-
matical techniques. Behind it all is the hope of vastly improved fore-
ca~ti~g on long and short time scales. And if weather control is a
realistic hope, this hope can only be realized when the present crude
cloud- seeding operations are replaced by careful experiments, analyz-
ed scientifically, and conducted on a cooperative basis over large
regions and by many research groups;. Man may some day learn to
duplicate Nature's rain making processes or at least to find the means
to speed or slow down the timing or alter the positioning of storms.
If so, the benefits may extend to all corners of the globe, and may
make possible far sounder national water usage policies for the
future.

8-
