Morton is chairman of the water Resources Council which drafted the proposed standards in conjunction with the Office of Management and Budget. Recent hearings on the proposals held by the Council indicate there is (See WRW. Series VIII. No. 12. 2-23-72) widespread opposition to them./ But Morton insisted in a talk with this correspondent on March 23 that the proposed use of a 7 per cent dis- count rate is the only bone-of-contention. He got the word on March 28 to withhold action on the i'roposals committee from/Chairman Henry M. Jackson, D-Wash., and Sens. Clinton p, Anderson. D-N.M.. and Gordon Allott. R-Colo.. who constitute the Legislative Over- right Bubcommittee. They asked for a swnmary and analysis of WRC hear- ings "so that a firm date for the Conunittee's hearings can be set." -30-HCM-30-
