Morton <br />he is not to implement the proposed principles and standards for plan- <br />ning new~ter projects. pending Senate committee hearings. Morton is <br />chairman of the water Resources Council which drafted the proposed <br />standards in conjunction with the Office of Management and Budget. <br />Recent hearings on the proposals held by the Council indicate there is <br />(See WRW. Series VIII. No. 12. 2-23-72) <br />widespread opposition to them./ But Morton insisted in a talk with this <br />correspondent on March 23 that the proposed use of a 7 per cent dis- <br />count rate is the only bone-of-contention. <br />He got the word on March 28 to withhold action on the i'roposals <br />committee <br />from/Chairman Henry M. Jackson, D-Wash., and Sens. Clinton p, Anderson. <br />D-N.M.. and Gordon Allott. R-Colo.. who constitute the Legislative Over- <br />right Bubcommittee. They asked for a swnmary and analysis of WRC hear- <br />ings "so that a firm date for the Conunittee's hearings can be set." <br />-30-HCM-30- <br />
