Although the initial computer runs have been <br />made, additional runs and analysis still have to be made to obtain a clearer representation <br />of the potential affects of a prolonged drought and if actions could be taken in the near- <br />term that would significantly lessen the impacts associated with a prolonged drought. <br /> <br />Concurrently with making the computer runs, the technical committee is <br />identifYing and evaluating an array of potential cooperative projects and programs that <br />have already been undertaken or could be implemented in the near-term to reduce, or <br />avoid, the' impacts of drought and shortage conditions, as well as to hasten the recovery <br />of system reservoir storage following the drought. The next meeting of the Basin states <br />representatives is schedule to be held on June 17, 2004, in Salt Lake City. At that <br />meeting, the technical committee will report on the results obtained from computer <br />studies of the assumed worst-case scenario. <br /> <br />Upper Colorado River Commission Executive Director Appointed <br /> <br />On May 12th, the Upper Colorado River Commission appointed Mr. Don A. <br />Ostler, P.E., as the Executive Director and Secretary of the Commission. Mr. Ostler <br />replaces Mr. Wayne Cook, who retired in March 2004, after 13 years with the <br />Commission. Mr. Ostler spent 32 years in state service in Utah, the last 17 years as <br />Director of the Utah Division of Water Quality. <br /> <br />Colorado River Environmental Activities <br /> <br />Status of the Lower Colorado River Multi-Species Conservation Program (LCR MSCP) <br /> <br />The LCR MSCP Technical Contractors have fmalized all of the draft documents <br />and are in the process of publishing the drafts for distribution to the Steering Committee <br />members. Additionally, a notice will be published in the Federal Register on June 181h <br />announcing the availability of the draft documents for public review and comment. Also, <br />a series of three public informational meetings will be held on July 201h, 21st, and 22nd in <br />Henderson, Nevada; Blythe, California; and Phoenix, Arizona, respectively. <br /> <br />The non-federal LCR MSCP participants recently sent a letter to USFWS <br />Director, Mr. Steve Williams, clarifying the original letter accompanying the Draft LCR <br />MSCP Habitat Conservation Plan and Incidental Take Authorization Permit application. <br />In the letter of clarification, the non-federal participates reiterated their commitment, <br />upon resolution of several remaining significant issues, to implement the full LCR MSCP <br />Conservation Plan for the 50-year period. <br /> <br />Arizona Game & Fish Department Southwestern Willow Flycatcher 2003 Survey Results <br /> <br />I recently reported on the results of Reclamation's Lower Colorado River <br />Southwestern Willow Flycatcher (WIFL) survey results.
