OJ2993

6. STATE WATER REUSE AND GROUND WATER RECHARGE LAWS AND POLICIES

Work to Date: As western water resources face increasing and varied demands and the value of water
rises, so does the feasibility/desirability of water use and ground water recharge opportunities. The
Council completed an evaluation of economic and institutional issues related to ground water recharge
projects as part of a cooperative agreement with the U.S. Bureau of Reclamation, but some of the legal
information is now dated. The Council has begun to collect updated information in order to update the
1998 report.

The Council has also circulated a questionnaire dealing with water reuse issues. The questionnaire
infonnation is still being gathered

2002: The Council will finish the report on western state water laws as they relate to the regulation of
water reuse activities.

The Council will also update the groundwater recharge report to include major changes which have come
abollt in the law over the last four years.

Subcommittee:

Estimated Work Days: 14

Time Frame: January - July

7. IMPROVING STATE GENERAL ADJUDICATIONS

Work to Date: The Council began an effort several years ago to provide a forum for discussion among
member states of ways to improve state general adjudications, given the substantial costs and time expended
in sllch proceedings. Subsequently, a group was formed which has met yearly for this same purpose.

2002: We will invite a representative of the adjudicators group and engage in a discussion of their findings
and share what other experiences members may have that would lend some insights on the issue of
improving these important proceedings. (Federal payment of filing fees is only one facet of this.) A report
of the findings and conclusions of this discussion will be prepared.

Subcommittee:

Estimated Work Days: 9

Time Frame: June - October

5
