OJ2988

Subcommittee: Sue Lowry (WY -Chair)

Estimated Work Days and Time Frame: See Water Resources Committee Work Plan

4. WSWC WATER POLICY SEMINAR

Work to date: The Council has sponsored biennial seminars in Washington, D.C. to enhance
congressional contacts and advise congressional staff on major western water issues from the perspective
of western states. We have also used the occasion to hold regular Council meetings where federal officials
are involved in dialogue with Council members over issues pertaining to federal/state relationships. The
spring 2000 seminar was held in conjunction with the Interstate Council on Water Policy (ICWP) and the
Association of State and Interstate Water Pollution Control Administrators (ASIWPCA).

2002: The subcommittee will direct further arrangements for the seminar to be held in the Spring of 2002.
ICWP and ASIWPCA will cosponsor the event, where two joint sessions are planned.

Subcommittee: Dave Pope (KS) - Chair, Roland Westergard (NY), Francis Schwindt (ND), Brian Griffin
(OK), and Dee Hansen (UT),

Estimated work days: 2

Time frame: March - April

5. COMPUTER INFO BASES AND INTERNET

NEWSLETTER
LIBRARY HOLDINGS
HOME PAGE

Work to date: The Council staff has accomplished several tasks related to "computerizing" Council
documents over the past few years. They have created a Folio 1nfobase containing Western States Water
newsletters for the past six years and have also created a Folio infobase for the library index. These
developments have facilitated electronic access to Council documents for Council members and other
interested persons. Internet and e-mail access for the Council staff have also been developed. A web site
has been created for the Council. This web site now contains the current issues of the Council's newsletter,
as well as editions from recent months, a directory of membership and E-mail addresses and agency web
sites, as well as a listing of publications, positions, and areas for members to access draft positions and
other documents.

The staff will explore and present to the Executive Conunittee further opportunities to enhance the
Council's role in facilitating electronic conununication among Council members and staff, particularly
related to water information gathering and sharing, and water planning. Further, the Committee will
explore and implement, as appropriate, means to improve the utility of the Council's web site, such as
expanding the links, incorporating a chat function, including a counter for web site hits, and incorporating
a facility for editing documents online.

Estimated work days: 5

Time frame: January - August

3
