-,

Durango Herald Online

U023~3

.

.

No public hearing was scheduled for Tuesday's special meeting; however, councilors did allow
members in the audience to speak for five minutes, With about \5 observers, three people took
the opportunity to oppose the city's participation in the project. No one from the public spoke in
favor of the city's involvement.

Travis Stills, an opponent to the project, said lobbyists in Washington will portray Durango's
down payment as support for A-LP. He said the $522 million water project is "riddled with
hidden problems" that keep arising.

Stills asked councilors to table the issue to give the
public an opportunity to comment. He accused the
"lame duck" council of making a rushed decision a
week before two new councilors are to take office.

Colgan said he has been studying the city's possible
involvement with the A-LP for eight years, and it
would be a violation of public trust for him not to vote
on the issue, "It's my obligation to vote on this matter,"
he said.

." r _. _.. APPL.Y NOW!

Michael Black, a longtime critic of A-LP, accused
councilors of skirting the public process, making
existing residents pay for growth, and failing to
consider cost overruns and maintenance expenses associated with the project.

The down payment, he said, is a sure indication of the city's willingness to draw from A-LP.

"This makes a joke of the idea that growth pays its own way," Black said.

Colgan said some of the money in the water fund is collected from building permits, meaning
growth is helping to pay for growth,

Reach Staff WriterShane Benjamin her~ .

'''lEE AI'''' ADD[lIUiN[...tOM

c

~-~

Cortez Journal I Inside Outside I SW Colorado Home r WebDurango I SW Colorado Guide I Hel
Contents copyright e, the Durango Herald.
