Today's decision is scheduled <br />to be held without a public hearing, although Assistant City Manager Greg Caton said public <br />testimony "probably" would be admitted. <br /> <br />While all sitting Durango city councilors leaned in favor of the project at a February study <br />session, the two who will be sworn April 19 had divergent reaclions to the proposal Monday. <br /> <br />Renee Parsons, a leader of the effort that brought down the proposed River Trails Ranch project <br />in the Animas Valley last year, said such a decision shouldn't be taken lightly. <br /> <br />"I'd like to see the City Council take this to a public hearing," Parsons said, "This is a significant <br />expenditure.
