CDlS~4

'.

Gunnison River Contract Scooin. - SORTED Comments

3b. GREENO+; p4,'3. (Issue A. Monument Reserved Water Right, cont) The proposed contract
offers an opportunity to protect and satisfy the Monument reserved right, but it can do so only if the
contract is written with enough specificity and guarantees to protect the total volume of water available
to the Monument and to assure that release schedules and flow regimes will maintain and enhance
Monument values.

3b. SIERRA; pi, '3. (ISSUE I, cont) The contract analysis should address the relationship between
the proposed contract and the eldsting federal reserved water rights. Areas of analysis should include
quantities of water that could be reasonably expected if the reserved water .rights were quantified in
Colorado water courts and the resource values for which water would be requested.

3b. UGRWCD; p3,'7. 18. No matter which alternative is preferred, contract activities should be
coordinated with the quantification of the Black Canyon reserved water right.. The National Park
Service has indicated their desire to keep open the option to come back and quanti fy. the reserved water
right iodependently of the contract after the contract has been signed. The preferable alternative would
be for the contract to fuIly resolve how the quantification would proceed.

I]

.~~:;~:.<~~\
'-""?". .......

'~'. ,': .~.

. ~".;'

......;..
.,..
