<br />000599 <br /> <br />SECOND ANNUAL REPORT. 1967 <br /> <br />WESTERN STATES WATER COUNCIL <br /> <br />ORGANIZATION <br /> <br />As a result of and by authority contained in Resolutions adopted by the <br />Western Governors' Conference May 3-6, 1964, and June 10-13, 1965, the Western <br />States Water Council was formed to foster cooperation among the States of <br />Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, <br />Utah, Washington and Wyoming in the development of their water resources, <br /> <br />COUNCIL MEETINGS. 1967 <br /> <br />The seventh Council meeting was convened at Salt Lake City, utah, on <br />March 31, 1967, Governor Calvin Rampton addressed the Council, expressing the <br />importance of the Council in exploring the needs and the development and <br />preservation of the water resources within the eleven western states. Reports <br />by both the Water Policy and Legislative Committee and the Water Resources <br />Committee were consolidated into a Liaison Group report consisting of Section 1 - <br />Principles, Section 2 - Standards, and Section 3 - Guidelines, Sections 2 and 3 <br />were unanimously approved, The Council announced a decision, based on the <br />trend toward committee action initiated at the July, 1966 meeting in Seattle, <br />that there will be a: reduction in the staff to an executive director and a secretary. <br />A report on the staff activities for the past year was presented, and the draft <br />of the annual report unanimously approved, Chairman Moses reported on <br />Congressional action on legislation concerning the development of the Colorado <br />River, Mr. Jerry Butchert, Executive Secretary of the Eel River Association, <br />discussed the statement submitted by the association to the House Interior and <br />Insular Mfairs Committee in Washington, D.C" March 23, 1967, The possibilitty <br />was suggested that the Council take a position on certain suggestions to report <br />to the Public Land Law Review Commission who is reviewing both land and <br />water laws in the western states. Review of the existing federal policy on the <br />160-acre limitation bill was also suggested.
