<br />u U U 0 C,!. <br /> <br />, <br /> <br />There should be no apprehension shown of an objective study designed to <br />assemble facts concerning the relationship of federal public lands to water <br />and the benefits and detriments arising therefrom,. provided specific means <br />are established' for state participation. Rather, given the proper assurances, <br />such a study should be supported, since there will be a definite advantage to <br />having a clear-cut policy with respect to federal public lands and the waters. <br />related thereto, <br /> <br />Each of the member states has available much of the data and information <br />necessary to meet the objectives of the proposed study as it relates to the <br />individual states. The states are willing to share these data and information, <br />Inasmuch as this study is of vital significance throughout the West, special <br />care should be made to coordinate actions through the Western States Water. <br />Council. <br /> <br />RECOMMENDATIONS <br /> <br />It is recommended that: <br /> <br />1. Through the most direct communication channels possible, there be <br />established a positive and continuing contact between the appropriate principal <br />water departments of each state and (a) their respective representatives of <br />the Governors to the Commission, and (b) with the staff of the Commission, <br /> <br />Y.~~'~';:;;4..;.J,fo~"-:~"i..~-;.). <br /> <br />2, Positive steps be taken by each state to provide assistance to the <br />Commission regarding any studies to be accomplished within the boundaries <br />of the state. <br /> <br />3. Close liaison be established through the Western States Water Council, <br />to provide timely exchange of. information and assistance regarding the work <br />of the Commission, . <br /> <br />4. The Commission's recommendations take full cognizance of and be <br />compatible with water planning throughout the West. <br /> <br />5, Any recommendations regarding reserved water rights give primary <br />consideration to the social and economic consequences thereof, <br /> <br />OTHER CONSIDERATIONS <br /> <br />In addition to the foregoing, the Western States Water Council has the <br />additional views which it desires to make known to the Public Land Law Review <br />Commission. <br /> <br />- 23 - <br />
