<br />000619 <br /> <br />ANNEX 5 <br /> <br />WESTERN STATES WATER COUNCIL <br />STATEMENT OF POSITION ON <br />PUBLIC LAND LAW REVIEW COMMISSION WATER STUDY <br /> <br />The purpose of the Western States Water Council is to accomplish <br />. effective cooperation among Western States in planning for programs leading <br />to integrated water development of water resources by state, federal. and <br />other agencies, Consequently, the "Proposed Study Plan - Water", of the. D,S. <br />Public Land Law Review Commission, is of vital interest because waters <br />which originate on or flow across public lands constitute most of the water <br />supply available in the Western States. <br /> <br />All the states on the Council are actively participating in the Compre- <br />hensive Type 1 Framework Studies, In the Pacific Northwest, these studies <br />are under the jurisdiction of the federal-state Pacific Northwest River Basins <br />Commission, In the Pacific Southwest, similar studies are under the juris- <br />diction of the federal-state Pacific Southwest Inter-Agency Committee, The <br />purpose of these studies is. to provide information, on a regional basis, <br />necessary for the preparation of .comprehensive river basin development plans <br />for water and related land resources, It' would appear that these studies will <br />complement but could overlap much of the work to be accomplished by. the <br />Public Land Law Review Commission in the water field unless care is taken <br />to prevent it. <br /> <br />OBJECTIVES OF STUDY PLAN <br /> <br />The proposed water study plan states that: <br /> <br />"While the Commission's charter to study water as a resource of <br />the public lands is broad enough to encompass all development, manage- <br />ment, and use of water originating on or flowing across the public lands <br />concerning which the Comniission is to make recommendations, the es- <br />sential requirements of the Commission can be fulfilled by two rather <br />limited studies," <br /> <br />The first of these studies relates to the role of the public lands as a <br />source of water. The second concerns the effect that federal program for. the <br />disposition . or retention of the public lands will have on direct or indirect <br />requirements for water in conjunction with such programs. <br /> <br />- 21- <br />
