<br />000817 <br /> <br />2,0 STANDARDS FOR GUIDANCE IN THE FORMULATION OF CONCEPTS <br />AND PLANS FOR STAGED REGIONAL DEVELOPMENT OF WATER <br />RESOURCES <br /> <br />2.1 A Western States water resource program shall be developed and <br />maintained by the Western States Water Council through compilation and <br />analysis of available state-wide plans and Federal interbasin and interstate <br />plans, to provide a broad and flexible pattern into which future definite <br />projects may be integrated in an orderly fashion, <br /> <br />2,2 A basic objective of the program is to provide a framework within <br />which projects may be developed to meet the requirements for water to <br />the extent feasible as and where they arise. <br /> <br />2,3 A determination of the advantages and disadvantages of alternate <br />methods of meeting water needs should be included in the Western States <br />water resource program. <br /> <br />2,4 In erder to provide the uniformity necessary to facilitate compilation <br />and analysis of the various state-wide water plans, it is recommended that <br />sUch plans contain projects of usable water resources and an inventory of <br />need for the years: <br /> <br />':"~.<:<' /~~~;;-:. <br /> <br />1980 <br />2000 <br />2020 <br />2040 <br /> <br />~;":,-p,,,:,,"f~.~-;&,,,,:j~~'"':$ <br /> <br />2,5 Each Mlember State should strive to complete, no later than June 30, <br />1970, a preliminary water plan, including estimates of water resources <br />and estimates of current. and long-range water needs. <br /> <br />3.0 GUIDELINES AND PROCEDURES FOR CORRELATION OF PLANS AND <br />SCHEDULES AMONG WESTERN STATES <br /> <br />3.1 Interstate Exchange of Information and Data <br /> <br />3.1.1 When a state publishes reports or takes any action which may <br />affect the plans or objectives of other states, the affected states and <br />and the Western States Water Council staff should be furnished <br />copies thereof.
