<br />UUUU.J:.'X <br /> <br />ANNEX 4 <br /> <br />WESTERN STATES WATER COUNCIL <br /> <br />PRINCIPLES - STANDARDS - GUIDELINES <br /> <br />PREAMBLE <br /> <br />The Constitution of the United States and the Constitution of the individual <br />States shall be adhered to in Western regional water planning and development. <br /> <br />This statement of principles reaffirms, expllllds and clarifies principles set <br />forth in Article III, "Rules of Organization" of the Western States WaterCauncil. <br /> <br />1.0 PRINCIPLES <br /> <br />1,1 Comprehensive regional planning, transcending political boundaries, <br />is a major consideration in the maximum proper utitlization of the water <br />and related resources of the West. Development of those resources to meet <br />all reasonable needs as they may arise is essential to the continuing <br />prosperity of the region and each of its economically interdependent. parts, <br /> <br />1.1.1 The planning process should include or supplement rather than <br />supersede existing water resource developments; it should com" <br />plement and strenghthen local and state planning activities rather <br />thllll displace them; it should result from cooperative effort of all <br />agencies concerned, <br /> <br />1.1.2 The planning program should be aimed to achieve a reason~ <br />ably equitable balance among all existing and potential uses of <br />water, insofar as the supply available or to be developed will permit, <br />consistent with established rights, <br /> <br />1.1.3 Water resources of the region should be put to beneficial use <br />to the fullest practicable extent in an efficient manner in accord with <br />the needs and types of use h~ the partic:uJaI/' area. <br /> <br />1.1.4 It is imperative that all States, as expeditiously as possible, <br />make thorough studies of their water resources and predicted water <br />needs in accordance with Guidelines and Standards similar to those <br />adopted by the Council. <br /> <br />-16- <br />
