E::),L:\Pi) <br /> <br />. . <br /> <br />EVALUATION OF NARROWS UNIT, COLORADO <br />'Pick-Sloan Missouri Basin Program <br />December 1981 <br /> <br />INTRODUCTION <br /> <br />The Addendum to the Definite Plan Report for the Narrows Unit, May 1976, <br />evaluated a plan of development which would serve the following pur- <br />poses: irrigatiqn, flood control, recreation, fish and wildlife, and <br />highway improvement. <br /> <br />The purpose of this evaluation is to analyze the authorized project with <br />municipal and industrial water and without flood control. The addition <br />of hydroelectric power is also evaluated. <br /> <br />AUTHORITY AND HISTORY <br /> <br />The Narrows Oam was originally authorized as a unit of the Missouri <br />River Basin Project (now the Pick-Sloan Missouri Basin Program) by <br />the Flood Control Acts of 1944, 1946, and 1950. A definite plan report <br />was prepared in 1951. Pub 1 ic Law 88-442, approved August 14, 1964, <br />required that all Missouri River Bas in Projects not under construct ion <br />at that time be reauthorized by an Act of Congress, Accordingly, a <br />feasibility report was published in January 1967 and approved and <br />adopted by the Secretary of the Interior in September 1967. <br /> <br />The Secretary of the Interior's report was transmitted to Con9ress in <br />May 1968 and printed as House Document No. 320. A reevaluation state- <br />ment dated November 1969 was made a part of the Department's reports on <br />the authorizing bills. Following the hearings, the Narrows Unit was <br />authorized for construction and operation by Public Law 91-389, <br />August 28, 1970. The authorized purposes include irrigation, flood <br />control, fish and wildlife, recreation, municipal and industrial water, <br />and other purposes. The principal features of the Narrows Unit will <br />include the Narrows Dam and Reservoir; fish hatchery and rearing ponds; <br />acquisition and development of the existing Jackson Lake Reservoir, <br />including some'rehabilitation of Jackson Lake Oam, for public outdoor <br />recreation and fish and wildlife enhancement; and other necessary \,orks <br />and facilities to effect its purpose. <br /> <br />The final environmental statement was fi led with the Council on <br />Environmental Qual ity in May 1975, and an addendum to the Definite <br />Plan Report was prepared in June 1976. Repayment contracts were signed <br />with the Lower South Platte Water Conservancy District on July 27, 1976, <br />and the Central Colorado Water Conservancy District on July 30, 1976. A <br />contract was executed on August 18, 1976, with the State of Colorado for <br />repayment of reimbursable recreation costs under provision of Public Law <br />89-72. A contract will have to be negotiated with the State of Colorado <br />for repayment of reimbursable fish and wildlife enhancement costs under <br />provision of Publ.ic Law 93-251 prior to construction of fish and wild- <br />life facilities. In February 1978, a special report outlining the <br />results of the investigation on specific issues was submitted to the <br />Department of the Interior. <br />
