<br />COMPREHENSIVE PLANNING AND SUPPORT ACTIVITIES <br />COLORADO <br /> <br />Colorado has completed two phases of its State water plan, a resource <br /> <br /> <br />inventory and legal framework, both done in cooperation with the Water and <br /> <br /> <br />Power Resources Service. A near-term objective is development of phase III, <br /> <br /> <br />the water resources management plan. Comprehensive planning for management of <br />the state's ground and surface water resources is intended to support the <br /> <br />future economic and population growth of the front-range area and to evolve <br /> <br /> <br />means to equitably solve water-use conflicts through pOlicy guidance and <br /> <br /> <br />legislation. <br /> <br /> <br />Colorado State government must encourage the expanded utilization by local <br /> <br /> <br />governments of all available planning tools and, where necessary, provide <br /> <br /> <br />additional mechanisms to ensure the conservation of fragile, scenic, and <br /> <br /> <br />open-space areas. <br /> <br />IOWA <br /> <br /> <br />Iowa State policies list aeveral objectives regarding comprehensive <br /> <br /> <br />planning. State laws require State agencies to fund and implement a protected <br /> <br /> <br />water area system, establish through a rUle-making procedure, use priorities <br />and allocation criteria on aquifers, and employ river basin planning as a water <br />quality management mechanism. <br />In responding to these Objectives, agencies of the State must prepare <br />resource inventories, a general plan that outlines statewide goals and <br />objectives, and an in-depth plan for recommended areas of the State. The <br />latter plan should include specific land-use regulations, acquisition <br />recommendations, and management and funding needs. <br /> <br /> <br />KANSAS <br /> <br /> <br />The Kansas Water Resources Board (KWRB) is responsible for developing the <br /> <br /> <br />State water plan in cooperation with other State agencies. The plan presents <br /> <br />G-2 <br />
