<br />Energy studies should include an evaluation of the low BTU gasification <br />potential as a means of using Iowa coal in an environmentally acceptable <br /> <br />fashion. <br /> <br />Before a large scale, high BTU gasification facility is conaidered in <br />Iowa, a careful study should be made in order to assess the associated water <br /> <br />and land resource problems. <br /> <br /> <br />The State should fund a thorough study to determine the effect of water <br /> <br /> <br />quality that would result from increased strip mining. Such a study should <br /> <br /> <br />also include the development of guidelines and recommendations for the DEQ to <br /> <br /> <br />use in adopting rules, standards, pol~~~es, and criteria necessary to protect <br /> <br /> <br />water quality. <br /> <br />KANSAS <br />Hydroelectric power potential has been addressed at most water development <br />projects in the State. Kansas terrain and priorities for water use for more <br />beneficial purposes deter hydro considerations. policy regarding use of <br />cooling water is dictated by the economica of each situation. Thermal <br />discharges are regulated by State and Federal laws. <br />MINNESOTA <br />It is the policy of Minnesota to site large electric po~er facilities in <br />an orderly manner compatible with environmental preservation and the efficient <br />use of resources. Sites should be chosen that minimize adverse human and <br />environmental impact while ensuring continuing electric power system <br />reliability and integrity and ensuring that electric energy needs are met and <br />fulfilled in an orderly and timely fashion. <br />The legislature finds and declares that the present rapid growth in demand <br />for energy is in part due to unnecessary energy use; that a continuation of <br />this trend will result in serious depletion of finite quantities of fuels, land <br /> <br />G-36 <br />
