<br />MUNICIPAL, INDUSTRIAL, AND RURAL DOMESTIC WATER SUPPLY <br />COLORAIiO <br />Improvement of the quantity and quality of municipal, industrial, and <br />rural domestic water supplies should receive increased emphasis in water <br />planning efforts. Federal and state agencies with responsibilities in water <br />resource management should cooperate with local water entitles to develop <br />syatems that will supply the needs. The water supply systems should make <br />coordinated use of available surface and ground water, and the overall water <br />resource management program should employ conservation and recycling measures <br />to reduce the per capita use. Moreover, the water supply systems, where <br />possible, should be embodied in multipurpose projects formulated by means of <br />the multiobjective planning concept. <br /> <br />IOWA <br />Studies should be continued on the overall feasibility of rural <br />agricultural water distribution systems. As appropriate, Sl:ate technical and <br />educational assistance should be provided for the development of rural <br />agricultural water distribution systems to serve areas where livestock water <br />supplies are inadequate or unauitable. Planning assistance is the first <br />priority need followed by construction funding assistance from local, and <br />Federal sources. Such assistance should include information related to water <br />availability and quality, management practices, and cost/benefit analyses. <br />MuniCipalities, rural water associations, and other water users should be <br />required to adopt water conservation measures prior to the point when streams <br /> <br /> <br />reach the protected low flow or, in the case of lake sources, when water levels <br /> <br /> <br />reach a specific level below the established lake elevation. <br /> <br /> <br />Iowa should establish a goal to achieve optimum development of water <br /> <br /> <br />supply capability in all Federal reservoirs. The State should encourage and <br /> <br />G-26 <br />
