<br />IOWA <br />Iowa's goals for irrigation development provide that an evaluation of the <br />impacts of irrigation uses of water must be conducted for each basin and <br />subbasin before water resources can be allocated for this use. For each <br />irrigation development, the geographical areas of benefit, availability of <br /> <br />water, and the water use efficiency must be clearly established with western <br /> <br /> <br />and northwestern Iowa receiving first consideration for agricultural water <br /> <br /> <br />supply and irrigation studies. <br /> <br /> <br />The state goals further provide that individual farm irrigation system <br /> <br /> <br />development should be funded from private sources with public funding only <br /> <br /> <br />being considered when increased production of food and fiber is considered in <br /> <br /> <br />the general public interest. Farm operations are encouraged to use water <br /> <br />conservation management practices to assure the best crop yields within given <br />precipitation probabilities. <br /> <br />KANSAS <br />Kansas encourages and promotes the maximum beneficial use, control, and <br /> <br />development of the water resources of the State. Further, the State has the <br /> <br />objective of developing in the near term at least additional 1.9 million <br />acre-feet of water to meet the increased needs of Kansas irrigators. Another <br /> <br /> <br />objective for irrigation is to reduce the rapid decline of ground water <br /> <br /> <br />reserves being withdrawn for irrigation in western Kansas, possibly through <br /> <br /> <br />conservation and recharge practices. <br />MINNESOTA <br /> <br /> <br />Agricultural irrigation involving consumption in excess of 10,000 gallons <br /> <br /> <br />is the third priority for appropriation and use of water. <br /> <br /> <br />Appropriation permits for agricultural irrigation are issued on a <br /> <br /> <br />case-by-case basis and permits are to be issued only when proposed soil and <br /> <br />G-18 <br />
