<br />000578 <br /> <br />The state is extremely concerned about the Federal Endangered Species Act <br /> <br />and its capricious application. <br /> <br />SOUTH DAKOTA <br /> <br />The State of South Dakota, acting in the public interest, will provide and <br /> <br />protect to the maximum possible extent, the State's water resources which are <br /> <br />necessary for the benefit and conservation of wildlife and constitute a <br /> <br />meaningful esthetic environment. <br /> <br />It is the policy of the state to recognize that water in lakes for fish, <br /> <br />wildlife, recreational and esthetic purposes is in the public interest. The <br />State is currently working to establish a policy for fish, wildlife, <br />recreational, and esthetic purposes. <br /> <br />In addition to the preservation of areas of self-perpetuating plant and <br /> <br />animal communties, water resources should be managed to provide additional fish <br /> <br /> <br />and wildlife habitat to meet fishing and hunting pressures and to compensate <br /> <br /> <br />for the diversion of lands into other uses. Compensation could include <br /> <br /> <br />hatchery stocked fish, water-level maintenance, construction of lakes and <br /> <br />wetlands, and planting of browse. <br /> <br />WYOMING <br /> <br /> <br />All Wyoming wildlife and their habitat are to be managed in such a manner <br /> <br /> <br />that wildlife maintains a density and distribution which will provide optimum <br /> <br /> <br />sustained recreational, scientific, educational, esthetic, and economic <br />benefits to the public under the direction of the Game and Fish Department and <br /> <br />in cooperation with other landowners and land management agencies. To this <br /> <br />end, planning functions undertaken are to be based on evaluation of long-term <br /> <br />capabilities, changing social and environmental conditions, and the best <br /> <br />possible appraisal of projections and expectations of the future.
