. 002575 . . ARTICLES OF ORGANIZATION AND PROCEDU:E\ES PACIFIC SOUTHWEST INTER-AGENCY COMMITIrEE ARTICLE 1. Authorization Section A. The Pacific Sou'thwest Inter-Agency Committee exists and operates under a Charter dated January 25, 1955. It is a regional instrumentality of the Inter-Agency Committee on Water Resources established by the approval of the President on May 26, 1954, of a Federal inter-agency agreement on coordination of water and related land resOlirces activities. Section B. These Articles of Organization and Procedures are authol:'- ized under Section 4( e) of the Charter which permits the Committee to establish further procedures govel:'riing its operation. ARTICLE II. Organization and Membership Section A. Membership 1. The Committee shall be composeresentative of each of the following Federal agencies and States: Federal Agencies States Department of Agriculture Department of the Army Department of Commerce Department of Health, Edu cation and Welfare Department of the Interior Department of Labor Federal Power Commission A l:'izona California Colorado' Idaho Nevada New Mexico Oregon Utah Wyoming 2. Federal l:'epresentatives shall be designated and serve at the discretion of the heads of the respective Federal agencies. 3. State representatives shall be Governors of the respective States or their repre sentative s. 4. Alternates, to serve in the absence of a Committee member, may be designated by written notice to the Chairman, and when acting in behalf of the regular Committee member may exerci se all rights and privileges of the regular member.
