Authorization <br /> <br />Section A. The Pacific Sou'thwest Inter-Agency Committee exists and <br />operates under a Charter dated January 25, 1955. It is a <br />regional instrumentality of the Inter-Agency Committee on <br />Water Resources established by the approval of the President <br />on May 26, 1954, of a Federal inter-agency agreement on <br />coordination of water and related land resOlirces activities. <br /> <br />Section B. These Articles of Organization and Procedures are authol:'- <br />ized under Section 4( e) of the Charter which permits the <br />Committee to establish further procedures govel:'riing its <br />operation. <br /> <br />ARTICLE II. Organization and Membership <br /> <br />Section A. Membership <br /> <br />1. The Committee shall be compose<i of one (1) duly appointed rep- <br />resentative of each of the following Federal agencies and States: <br /> <br />Federal Agencies <br /> <br />States <br /> <br />Department of Agriculture <br />Department of the Army <br />Department of Commerce <br />Department of Health, Edu cation <br />and Welfare <br />Department of the Interior <br />Department of Labor <br />Federal Power Commission <br /> <br />A l:'izona <br />California <br />Colorado' <br />Idaho <br />Nevada <br />New Mexico <br />Oregon <br />Utah <br />Wyoming <br /> <br />2. Federal l:'epresentatives shall be designated and serve at the <br />discretion of the heads of the respective Federal agencies. <br /> <br />3. State representatives shall be Governors of the respective States <br />or their repre sentative s. <br /> <br />4. Alternates, to serve in the absence of a Committee member, <br />may be designated by written notice to the Chairman, and when <br />acting in behalf of the regular Committee member may exerci se <br />all rights and privileges of the regular member. <br /> <br />
