-13-

Methods that best fit a [larticular soil, slo[le, crop. and
water supply. is another measure which appears to offer
nossibilities for Mineral I]uality improvement.

(3) Installing closed conveyance systeMS or lining ditches and
canals can result in hi(Jher delivery efficiencies and, con-
sequently, iMproved water qual i ty. Proper land nreparati on
by gradinq and leveling also conserves water.

Potential salt-phase control Measures include the careful selection
of land to be irriqated and the provision of better land draina(Je.
Those lands naturally hil]h in alkaline or sodic salts should be elimi...
nated fron consideration in favor of soils havinq low natural salt
content. The initial leachin~ of irriqated lands can be assisted by
installation of subsurface draina.,e systems adequately designed for
salinity coutrol. Hith installation of such a drainaQe system. the salt
load over a nUMber of years may be reduced by preventing percolation to
deeper soi ls ~Ii th hi gher sal t content.

In order to minimize 11ater quality probleMS associated witl Project
cons tructi on acti vi ti es. the Pro,;ect contract dOCUMents shoul d contai n
clauses making it the responsibili tyof the contractor to comply with
all apDlicable federal. state. county. and local la~IS concerning
[lollution of rivers and streams. This will require the contractor to
oive careful attention to Dollution problems such as disposal of
sanitary ~Iastes and production of sediMent durinll construction.

It is 1\n ti ci pated that Electri c f40untai nand Cactus Park Reservoirs
('lill nrovide diversified recreational opportunities. such as picnicking,
caMping, fishino, swiTl1'1ino, and boating. Recreational uses expected
at the reservoir are potential sources of pollution that. if not prop-
erly controlled, could create local water quality problens both in the
reservoir and in dOl'lrlstrean reaches of Hest Muddy and Currant Creeks.
Sanitary I/aste disposal systems with no surface effluent discharl1es will
be rel')uired at all recreational areas, includino the Grand lIesa
recreation area. In the recreation manMement of Electric Hountain and
Cactus Park Reservoirs, boatsl'lith ~/aste':holdin~ tanks or containers
should be prohibited; or the tanks and containers sealed, unless fac-
ilities to receive and treat the contents are provided at aopropriate
locations. Provisions should also be Milde to re~uire that fuel-dis-
Densino equipment on docks be provided \'lith safety features that will
prevent the accidental discllarl1e of petroleum products to the reservoir.
The essential features of 11aste disposal faci lities for recreational
areas shoul d be submi tted to the Envi ronMental Protection AQency for
revie~/ in tile early staaes of planning.
