W A TEft QUALITY tONTftOL MEASURES <br /> <br />The Colorado River Basin states have established water quality <br />standards, which have been adopted by the Administrator of the <br />Environmental Protection Aoency. II O\'lever , due to the complexity of <br />the sa1ini ty problem in the Colorado River Basin, the establishment <br />of numerical mineral quality criteria for the Basin's interstate <br />waters has been delayed until sufficient information is available to <br />assure that such standards \~ill be equi table, \lorkab1e, and enforce- <br />able. (6) Nevertheless, according to the former Assistant Secretary <br />of the Interior for \1ater Pollution Control, (7) "It is the intention <br />of the Secretary that the Department of the I nteri or and the States <br />pursue acti ve programs to lay the foundati on for setti nct numeri cal <br />criteria at some future time. These programs should focus on devis- <br />ino and demonstrating salinity control measures and finding \~ays to <br />revise the leqal and insti tutional constraints that could impede the <br />imnlementation and enforcement of salinity standards." <br /> <br />In the interi!'l before !'lineral quality standards are established <br />and \Ihile salinity COtltro1 measures are being investigated, certain <br />'1eneral '1uidelines(8) have been formulated for use in evaluating <br />\'Iater resource projects such as firand f'1esa. These guidelines are <br />sUr1Mari zed in the foll owi nq statements: <br /> <br />1. Each proposed project must be examined for adverse effects <br />on ~Iater quality. <br /> <br />2.
