-11-

III. W A TEft QUALITY tONTftOL MEASURES

The Colorado River Basin states have established water quality
standards, which have been adopted by the Administrator of the
Environmental Protection Aoency. II O\'lever , due to the complexity of
the sa1ini ty problem in the Colorado River Basin, the establishment
of numerical mineral quality criteria for the Basin's interstate
waters has been delayed until sufficient information is available to
assure that such standards \~ill be equi table, \lorkab1e, and enforce-
able. (6) Nevertheless, according to the former Assistant Secretary
of the Interior for \1ater Pollution Control, (7) "It is the intention
of the Secretary that the Department of the I nteri or and the States
pursue acti ve programs to lay the foundati on for setti nct numeri cal
criteria at some future time. These programs should focus on devis-
ino and demonstrating salinity control measures and finding \~ays to
revise the leqal and insti tutional constraints that could impede the
imnlementation and enforcement of salinity standards."

In the interi!'l before !'lineral quality standards are established
and \Ihile salinity COtltro1 measures are being investigated, certain
'1eneral '1uidelines(8) have been formulated for use in evaluating
\'Iater resource projects such as firand f'1esa. These guidelines are
sUr1Mari zed in the foll owi nq statements:

1. Each proposed project must be examined for adverse effects
on ~Iater quality.

2. State and Federal aqencies must be Made a\~are of the conse-
'luences of project developMent to I'later quality deterioration
and of opportunities that !'lay exist for better l1ua1ity control
on each project. ^ 11 practi cab 1 e l'lCans mus t ue er.lp 1 oyed to
nrevent deterioration of existinrJ mineral quality conditions.

3. Each project feature !:lust be analyzed and justified in
accordance "lith the principles outlined in Senate Document 97.

The infomation presented in this report has been developed to
perMit the proper evaluation of the Grand t'1esa Project in accordance
with the above ouide1ines.

STORAGE FOR STREAMnOW REGULATION

Presen t and pro.1 ected muni ci pa 1, indus tri a1 and rural domes ti c
waste 10nds within and be1m'l the Project area can be controlled \,/ith
adequate tre,1t!'lent at the source.
