DtptliJjug un the aiternatives developed, it is expected that SOIne <br />additional basic field level data gathering will be required, It will be important to develop sufficient <br />data adequacy and analysis, so that each practicable alternative is given a fair and objective <br />evaluation, <br /> <br />Identify and Develop Alternatives <br /> <br />Alternatives developed to date include the following: <br /> <br />. No Action (dam operations without meeting the flow recommendations) <br />. 250 cfs (minimum flow) . 5,000 cfs (maximum flow) <br />. 250 cfs (minimum flow) - 6,000 cfs (maximum flow) <br />. 500 cfs (minimum flow) - 5,000 cfs (maximum flow) <br />. 500 cfs (minimum flow) - 6,000 cfs (maximum flow) <br /> <br />Additional alternatives may be suggested by the Reclamation's EIS team, cooperating <br />agencies who will assist in preparing the EIS, or the public, However, any alternative developed <br />must be able to meet the requirements of the purpose and need associated with the proposed action, <br /> <br />4. ANALYSIS OF AL TERNA TIVES <br /> <br />This POA envisions the development/identification of a reasonable range of alternatives <br />focusing on meeting the flow recommendations for endangered fish in the San Juan River <br />downstream of Farmington, NM, Several initial alternatives will be assessed, Suggestions from the <br />public and affected agencies will be evaluated by Reclamation, and potential new or modified <br />alternatives may be developed, As an example, a series of scoping meetings were held in Colorado <br />and New Mexico, in November, 1999, Information acquired from these meetings has been used to <br />develop the range of alternatives shown above, <br /> <br />Reclamation will invite other federal agencies, states, American Indian tribes. local <br />governments, and the general public to help determine the scope of the issues to be addressed in the <br />Draft Environmental Impact Statement (DEIS), When the DEIS is complete, its availability will be <br />announced in the Federal Regis/er, local news media, and through direct contact with interested <br />parties so that comments can be solicited, <br /> <br />A description of the resources potentially impacted, an assessment of those impacts, and an <br />evaluation of options to avoid or mitigate impacts will be prepared, following the standard Bureau <br />NEP A EIS format.
