Box 61470
Boulder City, NV 89Q06..1470

To: All Interested Parties

From: Jayne Harkins
Manager, River Operations
10/1(,
Subject: Estimate of 1997 Colorado River Water Use

Attached are the estimates of 1996 water use for all users in the lower basin and
forcasts for 1997. The forecast currently indicates that total mainstream
Colorado River water use by Lower Division States is about 8.2 million acre-feet
as anticipated in the proposed surplus Annual Operating Plan for 1997 with
consideration for estimated unmeasured return flows.

Projected 1997 water use is based on actual use for January through December
1996, users' historical use patterns, and scheduled use provided by users.
Projected use for each user is being provided so that water users can monitor
their use of water and avoid any overuse during the year, Because seasonal
agricultural requirements can vary significantly from year to year, it is
emphasized that all users should promote water conservation and plan to keep
water use within their annual entitlement.

We expect the actual use data contained in the projections will provide the basis
for the "Compilation of Records in Accordance with Article V of the Supreme Court
of the United States in "Arizona v. California" (Article V records) for calendar
year 1996. As a result, we are asking that each user review the actual use data
and notify us if any of the records appear to have errors. Your review of the
accuracy of the records during the year will help us complete the final Article V
records in a timely fashion. The final 1996 Article V records will be used to
determine, among other things, the extent to which any individual users of
Colorado River water may have exceeded their entitlement. In such cases, t~e
final records will serve as the basis for requiring reductions in water use in
future years in order to offset any such inadvertent overruns that may have
occurred.

For any further information concerning our water use accounting and projection
process, please contact Mr. Rod Carson at 702-293-8090.

r--- i-
"'" ,i I.'
<:yt"l\'--f-\-'j.7, !'\ IF' .
(\ -- \ \ '-\...; vCr..../ )
.J v
Attachment
