The forecast currently indicates that total mainstream <br />Colorado River water use by Lower Division States is about 8.2 million acre-feet <br />as anticipated in the proposed surplus Annual Operating Plan for 1997 with <br />consideration for estimated unmeasured return flows. <br /> <br />Projected 1997 water use is based on actual use for January through December <br />1996, users' historical use patterns, and scheduled use provided by users. <br />Projected use for each user is being provided so that water users can monitor <br />their use of water and avoid any overuse during the year, Because seasonal <br />agricultural requirements can vary significantly from year to year, it is <br />emphasized that all users should promote water conservation and plan to keep <br />water use within their annual entitlement. <br /> <br />We expect the actual use data contained in the projections will provide the basis <br />for the "Compilation of Records in Accordance with Article V of the Supreme Court <br />of the United States in "Arizona v. California" (Article V records) for calendar <br />year 1996. As a result, we are asking that each user review the actual use data <br />and notify us if any of the records appear to have errors. Your review of the <br />accuracy of the records during the year will help us complete the final Article V <br />records in a timely fashion. The final 1996 Article V records will be used to <br />determine, among other things, the extent to which any individual users of <br />Colorado River water may have exceeded their entitlement.
