<br />Ou092 <br /> <br />OJAPTER I - INTRODUCTION <br /> <br />PURPOSE OF THIS REPORT <br /> <br />In addition to describing the operational responsibilities of the Bureau <br />of Reclamation, Corps of Engineers, and irrigation or recla.mation dis- <br />tricts in the three basins I this .l\.nnual Operating Plan advises .....ater <br />users, cooperating agencies, and other interested groups or persons of <br />the actual op~rations during 1974 and serves as guidalilles for the 1975 <br />operations. <br /> <br />OPERATIONAL P~SPONSIBILITIES <br /> <br />The Bureau of Reclamation is responsible for irrigation opera"tions at all <br />Federal reservoirs in the Kansas Ri ver proj eets area. At those reservoirs <br />which were constructed by the Bureau of Reclamation, tr.e Bureau is also <br />responsible for the operation and maintenance, safety of the strucLure~ <br />and reservoir operations not specifically associated 'tJi -::h regulation of <br />the flood control storage. In addition to irrigation, these reservoirs <br />provide benefits for functions such as recreatjonr fish and wildlifef <br />municipal and industrial, etc. <br /> <br />The Corps of Engineers is res[.'onsible for regulation ('If the flo0d contr01 <br />storage at all Federal reservoirs in the Kansas River Ba3in, and for con- <br />servation functions other than irrigation at the dams where it is .the <br />construction agency. <br /> <br />By contractual arrangements with the Bureau of Reclamation, l2 irrigation <br />or reel arna tio'l. districts are. responsible for the opera tioll of i.rr iga tion <br />facilities constructed or rehabilitated by the Bureau of Rc.c~c:unation in <br />t.he Hiobrara, Lower Platte, and Kansas River Gasins with the exceptions <br />of the reservoirs in the Kansas River Basin. <br /> <br />Ti1e States. of Nebraskar Colorado, and Kansas are responsible for adr.1inis- <br />tration and enforcement of the laws of their respective States p~rtaining <br />to the water rights and priorities of all parties concerned \\.'ith the use <br />of water. <br /> <br />'" <br /> <br /> <br />The Republican P~ver Compact was authorized on August 4, 1942r by Public <br />I...aw No. 696, which was enacted by the 77th Congress. The Compact was <br />ratified by the States of Colorado, Kansas, and Nebraska. This Annual <br />Op~raLing plan is in accorda~ce ~ith the objectives of the Compact, which <br />are: II . to provide for the most efficient use of the waters of the <br />Republican River Basin for multiple purposes; to provide for an equitable <br />division of such waters; to remove all causes, present and future, which <br /> <br />., <br />, <br /> <br />4 <br />
