"Reservoir" means the reservoir presently planned and <br />authorized for construction on the Purgatoire River <br />above the city of Trinidad, Colorado. <br /> <br />.2. "District" means the Purgatoire River Water Conservancy' <br />District, that entity created and existing under laws of <br />the State of Colorado to contract for repaYment to the <br />United States of an appropriate share of the project <br />costs allocated to the irrigation use.
