The storage of winter water under the direct flow rights in any of the irrigation <br /> <br /> <br />capacity is allowed by the operating principles and the operating principles should be amended to <br /> <br /> <br />clarify this issue. <br /> <br /> <br />C. The amendment to the operating principles for enlargement, initial filling and <br /> <br /> <br />maintaining the enlarged permanent fishery pool should be incoI1Jorated into the operating <br /> <br /> <br />principles. After determination of water conveyance losses in the Purgatoire River, the operating <br /> <br /> <br />principles should be amended to provide a volume for volume exchange at the mouth of the <br /> <br />Purgatoire River considering conveyance losses in the Arkansas and Purgatoire Rivers. The <br /> <br />amendment should be modified to change the point of reference for non-interference of flow from <br /> <br /> <br />useable Stateline flow to inflow into John Martin Reservoir. <br /> <br /> <br />D. The operating principles provide for a stock water release rate up to the rate of inflow <br /> <br /> <br />to Trinidad Reservoir and it is accounted for as a pass through and not as stored water. The <br /> <br /> <br />stock water allowance includes river gains from Trinidad Dam to the Trinidad gauge and the <br /> <br /> <br />volumetric allowance of 1500 acre feet measured at the Trinidad gauge. Since the Hoehne Ditch <br /> <br /> <br />stockwater allowance has been terminated and transferred to the District water supply, the <br /> <br /> <br />operating principles should be modified, if necessary, to allow a rate of release up to the rate of <br /> <br /> <br />inflow to Trinidad Reservoir without counting as stored water and the volume limit should be <br /> <br />reduced to 1200 acre feet, measured at the Trinidad gauge. <br /> <br />E. The operating principles should be amended to reduce the total irrigable acreage to <br /> <br />19499 acres rather than the 19439 acres recommended in the 1988 report considering the <br /> <br />ownership of water rights and lands and the contracts between the District and the individual <br /> <br />ditches. Land classification requirements should be deleted and the irrigable lands should be <br /> <br />34 <br />
