Generally there are numerous opportunities to store small flood flows arising from thunderstorms above Trinidad Reservoir that are not storable under the operating principles. These flood flows are presently temporarily detained in the reservoir and released at a nondamaging rate offlow and passed through the project area without interference by Project water users. The storage of these flows would result in increased depletions to downstream water users and John Martin Reservoir. Again, a substitute water supply plan could be developed to attain the use of some amount of these flows for Project purposes. No attempt was made to determine the amount of water that could have been attained under a substitute water supply plan for Project water users during the 10 year review period. CONCLUSIONS The operating principles have not been amended to incoI1Jorate the conclusions and the recommendations of the 1988 report for review of operations for the 1979-84 period.
