I" ,~'" <br />"O~j~ <br /> <br />principles for exchange of water for filling the enlarged permanent fishery pool capacity in <br /> <br /> <br />Trinidad Reservoir. <br /> <br /> <br />Condition (e) <br /> <br /> <br />"By storage in Trinidad Reservoir of all flood flows originating on the Purgatoire <br /> <br /> <br />River above the reservoir other than those specified in condition (b) provided that <br /> <br /> <br />suitable replacement is made to John Martin Reservoir to the extent that such <br /> <br /> <br />storage in Trinidad Reservoir would result in material depletion of the inflow <br /> <br /> <br />from the Purgatoire River into John Martin Reservoir and interfere with its <br /> <br /> <br />operation as established by the Arkansas River Compact." <br /> <br /> <br />Generally there are numerous opportunities to store small flood flows arising from thunderstorms <br /> <br /> <br />above Trinidad Reservoir that are not storable under the operating principles. <br /> <br /> <br />These flood flows are presently temporarily detained in the reservoir and released at a <br /> <br /> <br />nondamaging rate offlow and passed through the project area without interference by Project <br /> <br />water users. The storage of these flows would result in increased depletions to downstream water <br /> <br /> <br />users and John Martin Reservoir. Again, a substitute water supply plan could be developed to <br /> <br /> <br />attain the use of some amount of these flows for Project purposes. No attempt was made to <br /> <br /> <br />determine the amount of water that could have been attained under a substitute water supply plan <br /> <br />for Project water users during the 10 year review period. <br />CONCLUSIONS <br /> <br />The operating principles have not been amended to incoI1Jorate the conclusions and the <br /> <br />recommendations of the 1988 report for review of operations for the 1979-84 period. Therefore, <br /> <br />the applicable conclusions of that report as modified by the results of this review are incoI1Jorated <br /> <br />29 <br />
