Hydrologic Operations <br /> <br />The hydrological operations of the Project have been reviewed for the 10 year period <br /> <br />1985 through 1994 State of Colorado water years, to determine the effect the operation has had <br /> <br /> <br />on other Colorado and Kansas water users and to amend the operating principles if necessary in <br /> <br /> <br />accordance with Condition No.4 of Kansas five conditions for approval of the operating <br /> <br /> <br />principles. The review also serves as a review in accordance with Article VI of the Operating <br /> <br /> <br />Principles with a primary goal of obtaining optimum beneficial use of the water supply as <br /> <br /> <br />conditions change, operating experience is gained, and more technical data become available. The <br /> <br /> <br />transferred Model Storage Rights Decree provides that the effects of Project operation on <br /> <br /> <br />downstream water users shall be evaluated at the Thatcher gauge by requiring that the historic <br /> <br />22 <br />
