<br />'. <br /> <br />002:ri;\ <br /> <br />. <br /> <br />. <br /> <br />" <br />, <br /> <br />Lower Colorado Water Supplv Proiect <br /> <br />On December 12, 2000, Mr. George Spencer attended a meeting in Needles with <br />representatives from the City of Needles (Needles) and Reclamation to discuss the various parties' <br />progress to date in the Project. Needles reported that its current water service subcontract authority <br />is being amended to include the Counties ofImperial and Riverside. Reclamation announced that <br />the project well field has been completed and the identification of the "accounting surface" has been <br />completed by the U.S. Geological Survey. Mr. Spencer reported that the CRB is set to embark on <br />identifying all the property owners that fall within the accounting surface from the California/Nevada <br />border down to the Northerly International Boundary (NIB). A second meeting is scheduled for <br />February 22"d, in Yuma, Arizona. <br /> <br />I anticipate that it will take until June to complete the title search of all the property owners <br />within the accounting surface. Staff will then issue a Notice to each owner, that if they are pumping <br />ground water, that they are in need of a contract from the Department of the Interior. Accompanying <br />the Notice will be a Procedure developed by the Board for obtaining Project Water. That Procedure <br />is currently undergoing review by the six agencies. The final version of that document is scheduled <br />to be presented to the Board at its March 14th meeting for adoption. <br /> <br />Colorado River Environmental Activities. <br /> <br />Lower Colorado River Multi-Species Conservation Program (MSCP) <br /> <br />The Steering Committee's technical consulting team ofSAIC/Jones and Stokes has prepared <br />a draft Work Plan which will guide development of the MSCP through Spring 2002. This draft <br />Work Plan was extensively evaluated and discussed by the MSCP Program Subcommittee at a two- <br />day meeting in San Diego on February S-6, 200 I. Based upon this evaluation, the consultants will <br />revise and finalize the Work Plan and budget. <br /> <br />Mr. Harris is working closely with the MSCP Facilitation Team in an effort to re-define their <br />scope-of-work and ensure that there are adequate budget resources remaining to complete the <br />Program by Spring 2002. The Facilitation Team will be working much more closely with the <br />Technical' Team-and-Point=of"Contact -(Mr-:-Harris} iii.- tl1e -remaining rS=r6months:-- <br /> <br />Finally, Mr. Zimmerman, as Chairman, sent letters to each of the Tribal ChaiI1Jersons of the <br />Tribes involved in the MSCP, requesting that they indicate their interest in development of <br />conceptual habitat restoration proposals for inclusion in the Conservation Plan. The Steering <br />Committee is willing to provide the technical services of the consultants to assist in these planning <br />efforts. The SAlC/Jones and Stokes team has this proposed effort scoped and budgeted. <br /> <br />Non-Federal MSCP Interstale Cost-Sharing Agreement Amendment Status <br /> <br />On Tuesday, February 13'", Ms.' Rita P. Pearson-Maguire, Director of the Arizona <br />Department of Water Resources, executed the amended non- federal interstate cost-sharing agreement <br />for completion of the MSCP. The non-federal partners (Arizona, California, and Nevada) are <br />responsible for providing an additional $].1 million. Of this total amount, Arizona is obligated to <br /> <br />5 <br />
