It appeared that <br />resistance was based upon notions that the prevailing weather conditions did not <br />merit the comprehensive State response suggested by the Governor. There was <br />also the feeling in the Legislature that the regional management approach for <br />which funds were requested was unnecessary, given other localized management <br />jurisdictions that already existed within the State--such as the Colorado State <br />University (CSU) Extension Service, which had offices in 54 of the State's 63 <br />count i es. The net resu lt of the res i stance was that the Governor's request <br />received no attention in the Legislature until the Governor wrote a letter on <br />May 3, 1977, to the legislative leadership stressing the urgency for action on <br />his March 31 appropriation request. (See Appendix D, page 111. ) The <br />Legislature began considering the request in mid-May and on June 10 the Governor <br />signed into law two appropriations bills, HB 1722 and HB 1723. (Copies of both <br />bills have been displayed in Appendix D, pages 123-126.) <br /> <br />2.3 THE S E CON D D R 0 UGH T C 0 U N C I L <br /> <br />House Bill 1723 drastically altered the complexion of the Drought Council. <br />The text of the bill specified the membership of the new Drought Council: <br /> <br />The drought council shall consist of fourteen members as <br />follows: One member to be appointed by the governor from <br />each congressional district, of which one shall be from the <br />agricultural community, one shall be from an association <br />representing municipalities, one shall be from an <br />association representing counties, one shall be affiliated <br />with financial institutions, and one without regard to <br />affiliation; one member who is an atmospheric scientist to <br />be appointed by the governor; a faculty member of Colorado <br />State University to be appointed by the governor; three <br />members of the house of representatives, including not more <br />than two from each major political party, to be appointed by <br />the speaker thereof; three members of the senate, including <br />not more than two from each major political party, to be <br />appointed by the president thereof; and the governor, who <br />shall act as chairman. There shall be five associate <br />members of the drought council, who shall be appointed by <br />the governor from appropriate state agencies. <br /> <br />The executive committee of the drought council shall <br />consist of the governor; four of the 1egis1at;ye members of <br />the drought council, of which two shall be state repre- <br />sentati ves des i gnated by the speaker of the house of <br />representatives and two shall be state senators designated <br />by the president of the senate; and two of the associate <br />members of the drought council to be des ignated by the <br />governor. <br /> <br />27 <br />
