<br />MWSI Project <br />Phase II Effluent Management Summary Report - DRAFT <br /> <br />INTRODUCTION <br /> <br />August 22, 1995 <br /> <br />Purpose and Scope <br /> <br />The purpose of this report is to summarize the MWSI Project's Phase II level <br />investigations related to effluent management as a potential water supply for the metro <br />Denver area. The overall intent of Phase II is to develop background information and to <br />initially identify promising water supply options for further study in later Project phases. <br /> <br />Effluent management is one of four main investigations conducted in Phase II of <br />the Metropolitan Water Supply Investigation. The Phase II work specific to effluent <br />management has included: <br /> <br />· background investigations of current and future supplies and planned uses of <br />reusable effluent, <br /> <br />· investigations of the institutional, environmental and economic issues <br />associated with various effluent management options <br /> <br />. establishment of a "baseline condition" for design of effluent management <br />concepts; <br /> <br />· a preliminary identification of effluent management options that have the <br />potential to increase the yield of regional municipal water supplies; and <br /> <br />· recommend areas for further study in Phase m. <br /> <br />The information presented in this document is preliminary and will be refined in <br />Phase III of the Project according to the direction of the Technical Advisory Committee. <br />No specific effluent management plans have yet been developed, nor has the new water <br />supply yield potentially available from effluent management been definitively quantified. <br /> <br />Report Organization <br /> <br />This report is divided into six sections. Section [ presents an executive summary. <br />This introduction (Section II) covers report goals, scope and definitions, and presents a <br />hierarchical model of effluent management concepts. Section III describes the key <br />factors affecting effluent management opportunities. Baseline conditions, including <br />projected effluent supply, demand, and existing effluent management plans are <br />summarized in' Section IV. Effluent management opportunities identified in this <br />investigation are presented in Section V. Conclusions and recommendations for further <br />study are summarized in Section VI. <br /> <br />9 <br />
