For situations where conjunctive use schemes could be considered, perform a <br />general economic analysis comparing the two alternatives. taking conveyance costs <br />of both alternatives into account. Include an economic analysis from the <br />perspective of the agricultural community. In addition. perform a frequency <br />analysis to determine how often an option would need to be exercised in order to <br />meet the objectives of the municipality. (Note that on an individual basis, <br />exercising an option frequently may violate the basic premise of minimizing the <br />impact to agriculture, The pooling of resources, however, as discussed below, <br />may help alleviate this problem,) <br /> <br />2, Explore the notion of having a unifying organization to represent multiple <br />agricultural interests, Identify any statutory authority to allow for a group of <br />water rights holders to be represented by a single entity. This entity would <br />implement innovative water management schemes to allow for flexibility in <br />meeting ISC obligations. Determine if any existing organizations, such as water <br />user's associations and conservancy districts can play this role jilld if so, identify <br />additional information and resources required by these organizations to play this <br />role. <br /> <br />3, Explore in more detail possible legal arrangements. such as temporary substitute <br />supply agreements for setting up interruptible supply contracts, <br /> <br />4.
