This would seem to require the proper or kind of organization or <br /> <br />process that would identify present needs, future needs, available resources, <br /> <br />and the alternative means of matching needs and resources of the whole West -- <br /> <br />all of this with full knowledge of existing and proposed federal and non-federal <br /> <br />plans to accomplish part or all that needs to be done. <br /> <br />This meeting may prove to have been one of the most significant or <br /> <br />most futile in the history of the development of the region. I am confident <br /> <br />In a world of many choices, we have no choice about water. It is <br /> <br />, <br /> <br />that it will be the former. <br /> <br />the essential prerequisite of the life and progress of the West.
