<br />Governor Mark O. ~tfield / <br />Western Water Resources Task Force' <br />Portland, Oregon, Sheraton Hotel <br />1:15 p.m., Monday, March 15, 1965 <br /> <br />. <br /> <br />The Challenge for the Region <br /> <br />Gentlemen: <br /> <br />It is a privilege to welcome to Portland this group of representatives <br /> <br />of the Western States. Deaignated, as each uf you has been, by the Governors <br /> <br />of your respective states, you carry a special responsibility as representatives <br /> <br />of the several states. <br /> <br />You are all aware of the background and purpose of this meeting so <br /> <br />my charge to you this noon will be brief. <br /> <br />I woul~ note that this meeting is the result of three separate (but <br /> <br />related) actions in the past 10 months: <br /> <br />a resolution adopted by the Western Governors' Conference; <br /> <br />a resolution of a conference sponsored by three state <br /> <br />universities; <br /> <br />a resolution adopted by the Western Regional Conference of <br /> <br />the Council of State Governments. <br /> <br />The aignificance of these resolutions lies in the legislative, the executive, <br /> <br />and the academic-technical character of the conferees. You meet to consider <br /> <br />the means of meeting the need for planning for the water needs of the whole <br /> <br />West -- a need which is more widely and clearly seen with each passing month. <br /> <br />The three separate resolutions are clear confirmation of this observation. <br /> <br />In the decades past, there has been explicit recognition of the <br /> <br />need for river basin planning -- first considering the needs of immediate <br /> <br />localities, single purposes and single projects. As we have taken a longer <br /> <br />~ <br />~~nd clearer look at our needs and the future, we have developed more compre- <br />~ <br />hensive plans, with multi-purpose considerations and focusing on entire river <br /> <br />basins. <br />
