Metropolitan Water Supply Investigations - Phase IT Plan of Study
7/5/94 4:17 PM

Page 5

very linle effort to systematically investigate the cooperative water supply
approaches included in the MWSI project.

c. General Study Approach

The work plan described below emphasizes an incremental, or phased, approach to
the overall MWSI project so as to allow for flexibility in defming, refining and
studying the conceptual designs of various water supply options. The initial scoping
(Phase I), described in this document, has identified the categories of options to be
considered and the investigations necessary to gather the relevant data and
background information. The work plan for carrying out these efforts has been
designed to maximize the use of existing information and does not anticipate the
development of new field data. In addition, these efforts will be coordinated so that
information developed can be shared by the work groups and duplication of efforts
can be avoided. Implementation of the Plan of Srudy will also be coordinated with
the ongoing planning efforts of Denver Water, Metro and others so as to be
complimentary to those efforts.

These background studies will be completed in Phase II of the MWSI project and
used to more specifically defme the options to be investigated in more detail. The
work products for Phase II will include task memorandums summarizing relevant
information and fmdings, proposals for options to be studies in more detail, and a
Phase III plan of srudy for the analysis and the refmement of the selected options.

II. STUDY MANAGEMENT

A. General

The MWSI project is being performed under the supervision of the Colorado
Department of Natural Resources (DNR) and the Colorado Water Conservation
Board (CWCB) with Doug Robotham acting as the State Project Leader. The
administrative framework for carrying out the MWSI project consists of the Front
Range Water Forum, the Technical Steering Comminee, the State Management
Team and the Consulting Team. The roles and functions of these entities are
described below.

Front Ran~e Water Forum - The Forum was established under Governor Romer"s
Executive Order and is comprised primarily of political leaders from the study
area. The role of the Forum is to provide policy guidance to the MWSI project.
Each member of the Forum representing an entity with technical expertise on
water supply is authorized to appoint a person to serve on the T AC.

State Manallement Team - The State Team is chaired by Doug Robotham and
consists of representatives from various State agencies that have interests or
