There are no known listed or proposed endangered <br />species or their critical habitat which will be affected by the proposed activity. <br />From our preliminary assessment, it appears that the project will cause no iInme- <br />diate adverse impact upon the human environment. Accordingly, we do not plan to <br />prepare an Environmental Impact Statement; however, we will prepare a final environ- <br />mental assessment. If after review of the assessment, the District Engineer <br />determines that an Environmental Impact Statement will be required; another Public <br />Notice will be distributed announcing the changed determination. The assessment <br />may be seen at the office of the Albuquerque District, U.S. Army Corps of Engineers, <br />517 Gold Avenue SW, Albuquerque, NM,87103, when completed. <br /> <br />Comments: Any comments concerning this project should be received by the District <br />Engineer not later than 2 May 1980. Comments received after the end of the Public <br />Notice period will not be considered. However, more time may be given if a <br />request, including a valid reason for such reql):est, is received by the limiting <br />date. The "decision whether to issue this permit will be based on an evaluation <br />of the probable impact of the project on the public int.erest. That decision will <br />reflect the national concern for both protection and utilization of important <br />resources. The benefits which reasonablY may be expected to accrue from the <br />proposal must be balanced against its reallonably foreseeable detriments. The <br />evaluation of .the impact of this activity will include application of the gl1ide~ <br />lines promUlgated by the Adininistrator, EPA, under. authority of Section404(b) of <br />the Clean Water Act. All factors Which may be relevant to the proposal will be <br />considered; among those are conse:cvation, economics, aesthetics, qeneral environ- <br />mental conce:cns, historic valuell, fish and wildlife values, flood damage prevention, <br />land-use classification, navigation, :cecreation, wate:c supply, water quality, <br />energy needs, safety, food production, and in general, the needs and welfare of <br />the people. No permit will be issued unless this action is found to be in the <br />public interest. <br /> <br />Any pe:cson may request a public hearing.
