Project Title: Utah/ Flaming Gorge Summer and Fall Flow Protection <br /> <br />II. Project Summary: <br /> <br />In 1992 the Fish and Wildlife Service published the final Biological <br />Opinion on the operation of Flaming Gorge Reservoir. The opinion <br />recommended target flows for the Green River for the summer and autumn <br />seasons, and addressed several other issues related to the operation of <br />Flaming Gorge Dam. The objective of this project was to identify and <br />implement a procedure to legally protect the releases from Flaming Gorge <br />Reservoir. The method selected was for the Utah State Engineer to adopt <br />a policy that all new water right approvals would be subject to bypassing <br />the flows required by the endangered fish. On November 30, 1994 the <br />State Engineer officially adopted such a policy, <br /> <br />IV, Study Schedule: Started in April 94 and completed 1n December 1994. <br /> <br />V, Relationship to RIPRAP: Green River Action Plan: Mainstem, I.A.4.a <br />Protect summer/fall flows, I.A.4,a.(I) Hold public meeting to establish <br />future appropriation policy, and I.A,4,a.(2) Adopt and implement new <br />policy (new appropriations subject to flow criteria). <br /> <br />VI, Accomplishment of FY94 tasks: <br /> <br />On October 12, 1994, the Utah State Engineer held a public meeting in <br />Vernal to discuss the proposed policy and receive public comment. No <br />opposition was expressly stated to the proposal at the public meeting. <br />On November 30, 1994, the State Engineer officially adopted such a policy <br />and it was sent to water users and other interested parties under cover <br />letter dated December 2, 1994, <br /> <br />VII. Recommendations: None. <br /> <br />VIII. Project Status: Completed tasks as identified. However, in the future <br />it will be necessary to coordinate flow releases with FWS and BOR, and to <br />monitor flows at Jensen gage to insure that flows are in fact protected. <br /> <br />IX.
