Project Title: Colorado Water Conservation Board Water Acquisition Staff
Assistant - Funding for Additional Personnel to Work with the Colorado
Water Conservation Board in Acquiring Instream Flows for the Endangered
Fishes of the Upper Colorado River Basin

II. Principal Investigators:

Eugene I. Jencsok
Colorado Water Conservation Board
1313 Sherman St., Room 721
Denver, CO 80203
Phone: (303) 866-3441
FAX: (303) 866-4474
and
Ross Bethel
Leonard Rice Consulting Water Engineers
2401 15th Street
Denver, Colorado 80202

III, Project Summary:

Following revision of the RIPRAP, the Water Acquisition Committee
recognized the considerable amount of work necessary to acquire and
appropriate instream flows for the endangered fish species in Colorado.
Due to limited availability of Colorado Water Conservation Board (CWCB)
staff, additional personnel to work on water acquisition was needed to
accomplish the numerous water acquisition tasks in the RIPRAP and
maintain sufficient progress within the Recovery Program. Leonard Rice
Consulting Water Engineers, Inc. was retained to conduct a physical water
availability study for the Colorado River mainstem and its subbasins
(Yampa/Little Snake Rivers; White River; Gunnison River and Dolores
River). This study will provide the hydrologic basis to support instream
flow appropri at ions by the Colorado Water Conservation Board and its
staff in keeping with scheduled water acquisition-related tasks
identified in the RIPRAP, The study will be completed by December 31,
1994.

IV. Study Schedule: The study began in May, 1994 and will be completed by
December 31, 1994.

V. Relationship to RIPRAP: "Assess legal and Physical Availability of
Water" for each subbasin in Colorado listed in the RIPRAP (Colorado River
mainstem; Yampa/Little Snake Rivers; White River; Gunnison River and
Dolores River).

VI, Accomplishment of FY 94 Tasks and Deliverables, Discussion of Initial
Findings and Shortcomings:

The deliverable for the this task is an executive summary, report and
appendices which include statistical summaries of physical streamflow
quantities adjusted to present levels of depletions, The analysis was
for a given 23-year hydrologic period using different time steps. No
shortcomings were associated with this effort,
