<br /> <br />34 <br /> <br />00LORADORIVER STORAGE ~ROJECT <br /> <br />i' <br />PROPOSED GENERiIi PRINCIPLES TO GOVERN, ANn OPERATING CRITERIA <br />FOR, GLEN CANt9N RESERVOIR AND LAKE MEAD DURING THE GLEN <br />CANYON RESERVOIR FILLING PERIOD <br /> <br />1. The following principles and criteria are based on the exercise, <br />consistent with the law of the river, of reasonable discretion by the <br />Secretary in the operation of Federal projects involved. The case <br />generally stylecd ":Arizona v. Oalifornia, et al., No.9 Original" is in <br />liti~ation before the SUJlreme OOurt of the United States. Anything <br />whICh is provided for herein is subject to change consistent with <br />whatever rulings r\re mftde bY' the Supreme Oourt which might affect <br />the principles and ;criteria herein set out. <br />2. The principl~s and criteria set forth hereinafter are applicable <br />during the Glen Ganyon Reservoir filling period which is defined as <br />that time intervaL between the date Glen Oanyon Reservoir. is first <br />capable of storing ~ater (estimated to occur in January 1962) and the <br />date Glen Oanyon Reservoir storage first attains elevation 3,700 <br />(content 28 million acre.feet total surface storage), or May 31, 1987, <br />whichever occurs first. <br />3. Sufficient water will be passed throu~h or released from either <br />Lake Me!,~ or Gle* Oanyon Reservoir, as clrcumstan?es require under <br />the prOVISIonS of paragraphs 7 and 8 hereof, to satisfy downstream . <br />uses of water (other tlilLn for power) below Hoover Dam which uses <br />include the followijJg: <br />(0) Net river losses <br />(b) Net reservoir losses <br />(c) Regulatory wastes <br />(d) The Mexiean Treaty obligation limited to a scheduled 1.5 <br />million acre-fe'et per year <br />(e) The diversion requirements of mainstream projects in .the <br />United States; <br />4. All uses of water from the main stem of the Oolorado River <br />between Glen OanIYon Dam and Lake Mead will b~ met by ~eleases <br />from or water pass~d through Glen Oanyon ReserVOir or by tributary <br />inflow oecurring1)elow GlenOanyon Dam. Diversions of water <br />directly out of La:ke Mead will be met in a similar manner or, if <br />application of the '. criteria of .paragra-Phs 7 and 8 hereof should so <br />require, by water stored in Lake Mead. <br />5. The United E?tates will make an allowance for any deficiency, <br />eomputed by the method herein set forth, in firm energy generation <br />at Hoover powerPlant. For eaeh op~rating year deficiency in firm <br />energy shall be computed as the difference between firm energy <br />which, assuming a~ overall efficieney of 83 percent, would have been <br />~enerated and delhiered iLl, transmission voltage at Hoover powerplant <br />III that year if Glerj Oanyo~ had not been on. t~e river and the energy <br />actually generated i and dehvered at transmiSSIOn voltage at Hoover <br />powerplant duringithat year adjusted to reflect an overall efficiency <br />of 83 percent. At, the diseretion of the Secretary, allowance will be <br />accomplished by the United States delivering energy, either at Hoover <br />powerplant or at such other points aceeptable to both the Secretary <br />and the affected Hoover power contractors, or monetarily in an <br />amount equal to the ineremental cost of generating substitute energy. <br />
