<br />eration and Sale of Power in Accordance with the Boulder Canyon
<br />Project Adjustment Act : and
<br />2, You authorize me inyour behalf to transmit the additional
<br />regnlation No: 1 to the Hoover power allottees with a request
<br />that their views, if any, be transmttted to me within 30 days; and
<br />3, You authorize me in your behalf to transmit the attached
<br />general principles and criteria and the additional regulation No, 1
<br />to the Governors of the basin StatesJo the Upper Colorado River
<br />Commission, to the Senators and ttepresentatives of the basin
<br />States, to the Hoover power allot tees and to other interested
<br />parties: and
<br />4. That in: transmitting the general principles and criteria
<br />to the Governors of the basin States, I solicit t,heir views on the
<br />desirability of legislation to permit USe of the Colorado River
<br />development f,und either to make necessary replacement energy
<br />purchases pursuant to principle 5 or to reimburse the Upper
<br />Colorado fund on a current basis, with the understanding that,
<br />if therc is general sentiment in favor of such action, the Depart-
<br />ment will sponsor or support the required legislation.

<br />Subject: General principles to govern, and operating criteria for, Glen
<br />Canyon Reser:voir (Lalm Powell) and Lake Mead during the
<br />Lake Powell filling period, .
<br />On February 12, 1960, the Department issued proposed general
<br />principles and criteria to govern filling of Glen Canyon Reservoir,
<br />the principal storage reservoir of the Colorado River storage project,
<br />Accompanying the proposed principles was a memorandum of expla-
<br />nation to the Secretary of the Interior from the Commissioner of
<br />Reclamation dated January 18, 1960,
<br />In accordance with my recommendations, a series of meetings were
<br />held with representatives of the Lower and the Upper Colorado River
<br />Basin interests :to hplain the proposed principles and to receive the
<br />reactions thereto. Oral comments and suggestions for modification
<br />of the proposed principles were received at meetings held:
<br />In Las Vegas, Nev" March 1960,
<br />In Los Angeles,Calif., May 1960,
<br />In Boulder City Nev" June 1960.
<br />Written comments from the Upper Colorado River Commission
<br />were received by letter dated July 21, 1960, copies of which we under-
