Provides that these <br />procedures are;not applicable to the valuation of public utilities, equities <br />in state lands, mines, or oil and gas leaseholds and lands. <br /> <br />Prohibits county treasurers from treating any possessory interest in <br />exempt propert;ies as taxable property omitted from the tax roll if the <br />possessory int~rest was excluded from the tax roll due to any statute created <br />or repealed byithis act. <br /> <br />Appropriates $584,117 to the department of education for implementation <br />of this act. . Sets aside $581,160 of the 1996-97 appropriation to the <br />department of education for school finance to make additional state aid <br />payments that may result from the adjustment of such payments due to the <br />passage of this act. . <br /> <br />Applies t~ property tax years commencing on and after January 1, 1996; <br />except that theiprovision concerning the treatment of possessory interests in <br />exempt property as omitted property is applicable upon passage of this act. <br /> <br />APPROVED by Governor 3une 5, 1996 <br /> <br />EFFECTIVE June 5, 1996 <br /> <br />S. B. 96-223 Water conservancy districts - director election petitions. <br />~educes Che percentage of elector signatures required for petitions relating <br />to the election of a water conservancy district director from 15% to 10% of <br />registered electors. Changes the qualification of electors, for the purpose <br />of signing these petitions, from those persons who have lived in the district <br />for one year and own real property in the district to those persons who are <br />entitled to vote in general elections. <br /> <br />APPROVED by Governor May 23, 1996 <br /> <br />EFFECTIVE May 23, 1996 <br /> <br />S.B. 96-236 Continuation of 1995 rules of executive aaencies _ exceptions _ <br />cules on affirmative action. Provides for the continuation of the rules and <br />cegulations of 'state agencies that were adopted or amended on or after <br />November 1, 1994, and before November 1, 1995; except that certain rules and <br />cegulations shall expire as scheduled on May 15, 1996. <br /> <br />postpones i~definitely the expiration of the rules and regulations of <br />~he public employees' retirement association scheduled to expire on May IS, <br />:996. <br /> <br />provides for the expiration on May 15, 1996, of rules of the department <br />~f personnel relating to affirmative action concerning selective referral, <br />~rainees and i~terns, promotional examinations, and affirmative action <br />~eferrals. Postpones until May 15, 1998, the expiration of the remainder of <br />~he affirmative action rules of the depar~ment of personnel. <br /> <br />
