Rwresentatives, At least one member of the interim committee from the
Senate and one from the House of Representatives shall be from west of
the Continental Divide. The interim committee may consider, but need
not be limited to, the following:

(a) The management and development of surface water resources;

(b) ,The management and development of ground water (tributary
ananontributary) resources;

(c) The role of water transfers (both inter- and intra-basin) in
meeting Colorado's future water and storage needs;

(d) The recognition of adequate compensation to the basin of
origin in the matter of water transfers;

(2) That, in conducting such study, the interim committee may
cotisult, as may be required, with appropriate local, state, and federal
agencies and interested members of the public, The study shall not
req~ire additional staff for any state agency or any additional
app'ropriation to any such state agency,

26 (3) That the Legislative Council shall report its findings and
27 recommendations to the 1998 Regular Session of the Sixty-first General
28 Assembly,

(4) That all expenditures incurred in the conduct of the study
enui,nerated in this resolution shall be approved by the chairperson of the
Legislative Council and paid by vouchers and warrants drawn as provided
by law from funds allocated to the Legislative Council from
appropriations made by the General Assembly,
