moves part of Wilderness

metropolis.
Another Wog that was in the re-
cord was the fact that Club 20 presi.
dent and former GOY. John Van-
derboo! .aid that hill organization
supported the inclusion of the South
Canyon of the South Fork in the Flat
Tops Wilderness Area under the
Johnson bill.
What was Dot said was the fact
that the stand represented a depar-
ture from the stand taken last year
by Club 20 whJch then supported the
exclusion of the canyon. That was
and slill u the stand taken by the
Colorado Water Conservation Dis.
trlct in Glenwood.
The reason Club 20 wanted the
canyon excluded last year was that
the river district has spent - as of
today - just under $190,000 as part

of a three-year study permit
granted by the Federal Power
Commission which licenses hydro-
electric projects in the canyon.
The district is studying the possi.
bility of creating a multi-use reser-
voir in the canyon which would not
divert water from Western Col.
orado,
Club 20. under the direction of
then president Jerry Goldsmith, a
conservative, felt that to exclude
the canyon after that much tax
money had been collected and spent
by the district, would amount to
confiscation of the money. Club 20
also felt that national priorities re-
quired the development of re-
sources,
So Club 20 supported the River
District position, agreeing that the

Meadows area up stream from the
canyon should be included in the bill
to prel-'ent the diversion of water out
of the White River Basin by Rocky
Mountain Power Co" which could
divert that water if the Meadows
were not in the Flat Tops Wilder-
ness area.
Johnson however felt that the ca.
nyon was indeed most suited to wil-
derness because of its nature and
that a compromise might be
reached with the River District
within the canyon that would still
prevent the diversion from the
Meadows,
The Rio Blanco Count)-' Commis-
sioners apparently felt that there
were material benefits as well as
environmental benefits to bave the
Ri\'er District project (or some

-

.
Hea rl ngs . .uld be beller

River District wthetowelinstead
serv~ to, throwi~id at the bearinllJ.
of testilYlOg as (the canyon,
In favorot exdU510~Ut tbat La poUt.
But the problem th ther pro-
ical: Tbe District~w~r aObout to be
jects pending ~oFP'C has to maiD.
presented ~, t I bas to appear
tam Its conslStdencih (~r the projec:U
to fight to tbe ea redibU.
that it has !nili, ated. or lose c
ity with washin~t3~g that may be.
lronic~l1y, one the result o( the
come evident ~s 15 the (act that
Glenwood h~arlOg5'denC'eofthe un.
so far there IS noet delegation that
inimity in the sta e
~telcher wants,
The Daily Sentinel
Monday, April 1. 1975

, f rth down stream,
other project> a rt~ Johnson, The
andsotheysuPPO mmissioners
Gar(leld cou~:~ t~~t partly as III
went along WI
co~e;l~hich left Club 20 IlInd the
Western Colorado Wildern~~s
, C mmittee out on so .
St~erm,g po. litlcallimb and in the
thmg 0 a
posiUon 01 martyrs. d
Most officials ,not on~ c~n~te It:
thlllt the River Dtstnct as 0 'on
battle to exclude ,thea~~~h i:~)Wlll
but they also sa)' n~ a license to the
~~,~~~1s~r~~tg~a de\'elop its proJect
an)'way, d riod for
The three-year stu, Y pe, De-
the district expires thIS commg
ce~~:~d appear therefor that the

20

09!iO
