Eugene Johansen <br /> <br />to <br /> <br />Colorado River Basin Salinity Control Forum <br /> <br />September 17, 1990 <br /> <br />My name is Eugene Johansen, and I am chairman of the Utah <br />Board of Water Resources. The Board is charged wi th making <br />recommendations on behalf of the state for any purpose which <br />relates to the development, conservation, protection and control of <br />the water and power resources of the state. <br /> <br />The Board, through the Division of Water Resources, has <br />supported salinity control efforts in the Colorado River Basin <br />since the creation of the Colorado River Basin Salinity Control <br />Forum in 1973. (Utah has chaired the Forum for three different <br />periods.)- We feel that salinity control is a basinwide problem, <br />and reqUires basinwide interstate cooperation for effective <br />resolution. <br /> <br />Landowner interest and participation in the Reclamation/USDA <br />Uinta Basin Unit have been surpassed in no other salinity control <br />project in the Colorado Basin. The Board has assisted in this <br />endeavor by providing financial and technical assistance for <br />selected non-federal portions of .this project. The Division and <br />Board have actively participated in developing the plan for the <br />Reclamation/USDA Price-San Rafael Rivers salinity control unit, and <br />hopefully the Board will be able to provide similar assistance when <br />this project is authorized for construction. <br /> <br />We have carefUlly examined the "1990 Review of Water Quality <br />Standards for Salinity - Colorado River System", and we agree that <br />there is no need for modifying these standards at this time. We <br />also support the Plan of Implementation, and urge that <br />authorization of the Price San-Rafael and Uinta Basin I units be <br />vigorously pursued. <br /> <br />We especially concur with the second paragraph page 47: <br /> <br />(Salinity program implementation conflicts are occurring <br />because of the anticipated effects of projects on wetlands and <br />endangered fish. These issues must be resolved in.order for the <br />salinity program to achieve the salt reduction goals. <br />Communications and cooperation between FWS, SCS, Reclamation, and <br />the states is necessary in order to achieve satisfactory progress. ) <br /> <br />27 <br />
