WILLIAM MCDONALD, ASSISTANT COMMISSIONER - RESOURCES MANAGEMENT
U.S. BUREAU OF RECLAMATION
BEFORE THE PUBLIC MEETINGS CONCERNING
THE PROPOSED 1990 REVIEW OF WATER QUALITY STANDARDS FOR SALINITY IN
THE COLORADO RIVER SYSTEM
PRICE, UTAH, SEPTEMBER 17, 1990
LAS VEGAS, NEVADA, SEPTEMBER 18, 1990

The Bureau of Reclamation is charged with planning and
constructing salinity control units, which projects are integral
components of the 1990 plan of implementation. Reclamation is
also responsible for coordinating the salinity control activities
of bureaus within the Department of the Interior and coordinating
with the Department of Agriculture's on-farm program, which is
another integral component of the plan of implementation.

In these capacities, we have cooperated with the Forum in
providing various data and analyses for the 1990 Review. We
appreciate having had the opportunity to work with the Forum in
this endeavor and look forward to continuing to do so in the
future.

Reclamation believes that the Forum's basinwide approach to
controlling salt loading is the most logical and workable means
of maintaining salinity levels in the lower mainstem of the
Colorado River at or below the established numeric crjteria while
water resources development continues throughout the Basin. Our
analyses support the Forum's conclusion that with the basinwide
approach salinity levels at the three downstream stations will
not exceed the numeric criteria during the next 3. years.
Furthermore, we believe that long term projections of salinity
levels are reasonable.

Reclamation activities found in the Forum's 1990 plan of
implementation consist of the following:

QQ~~IH~QI!Q~_QQME1~I~Q
1.
