WILLIAM MCDONALD, ASSISTANT COMMISSIONER - RESOURCES MANAGEMENT <br />U.S. BUREAU OF RECLAMATION <br />BEFORE THE PUBLIC MEETINGS CONCERNING <br />THE PROPOSED 1990 REVIEW OF WATER QUALITY STANDARDS FOR SALINITY IN <br />THE COLORADO RIVER SYSTEM <br />PRICE, UTAH, SEPTEMBER 17, 1990 <br />LAS VEGAS, NEVADA, SEPTEMBER 18, 1990 <br /> <br />The Bureau of Reclamation is charged with planning and <br />constructing salinity control units, which projects are integral <br />components of the 1990 plan of implementation. Reclamation is <br />also responsible for coordinating the salinity control activities <br />of bureaus within the Department of the Interior and coordinating <br />with the Department of Agriculture's on-farm program, which is <br />another integral component of the plan of implementation. <br /> <br />In these capacities, we have cooperated with the Forum in <br />providing various data and analyses for the 1990 Review. We <br />appreciate having had the opportunity to work with the Forum in <br />this endeavor and look forward to continuing to do so in the <br />future. <br /> <br />Reclamation believes that the Forum's basinwide approach to <br />controlling salt loading is the most logical and workable means <br />of maintaining salinity levels in the lower mainstem of the <br />Colorado River at or below the established numeric crjteria while <br />water resources development continues throughout the Basin. Our <br />analyses support the Forum's conclusion that with the basinwide <br />approach salinity levels at the three downstream stations will <br />not exceed the numeric criteria during the next 3. years. <br />Furthermore, we believe that long term projections of salinity <br />levels are reasonable. <br /> <br />Reclamation activities found in the Forum's 1990 plan of <br />implementation consist of the following: <br /> <br />QQ~~IH~QI!Q~_QQME1~I~Q <br />1.
