"Report on the 1990 Review, Water <br />Quality Standards for Salinity, Colorado River System" dated May, 1990. <br />Overall, we fully support the efforts of the forum. We hope to continue <br />the implementation of the CRSCP 1n Eden Valley in spite of a few obstacles we'd <br />like the forum to know about: <br /> <br />1. The $100,000 federal cost-share "waiver-limit" is beginning to <br />seriously erode support and participation. Over 70% of the total <br />acres in the Valley are impacted by this administrative policy. <br /> <br />2. For over a year, we've waited for a clear interpretation of the <br />IRS liabilities associated with the CRSCP cost-sharing. Some of <br />our participants have already filed and .paid an estimated tax, <br />others continue to file IRS extensions. <br />Both of these federal issues. are in urgent need of resolution. <br />'We are currently working with.. the State of Wyoming on other issues impacting <br />the CRSCP: <br /> <br />1. The lack of adequate three-phase electrical power supplies. <br /> <br />Z. State assistance for farmer-share financing of CRSCP practices. The <br />State has uniformally been helpful and productive partners. <br />Thank you for the opportunity to comment.
