<br />7. Rental of Substation Facilities. These are fees paid by CRSP <br />customer utilities for the use of CRSP substations, <br />switchyards, and the like. The use arrangements are under <br />long-term contract, and revenues do not change much over the <br />long term. Rental revenues are a small source of income for <br />the CRSP. <br /> <br />B. Other Nonpower Revenues. This is a category for miscellaneous <br />revenues. Entries of large amounts are usually for one-time- <br />only events; smaller numbers are for recurring minor income <br />sources, such as land rents. <br /> <br />Revenues noted in the previous Sections B.6., 7. and B., are treated <br />separately in the RGP and Collbran PRSs and are not carried forward <br />as resources into the Integrated Projects PRS. They are used <br />instead to reduce the power revenue needed by these projects from <br />the Integrated Projects. <br /> <br />C. Annual Expenses. Annual expenses for the Integrated Projects power <br />system include: <br /> <br />1. 0 erations and Maintenance Ex enses. These expenses are <br />comprised of: 1) the O&M expenses for all CRSP generating <br />plants, switchyards, substations, and transmission lines; (2) <br />the portion of the O&M expenses for dams and waterways <br />allocated to be paid by power revenues; (3) the portion of <br />joint O&M expenses for others' transmission facilities for <br />which the CRSP is responsible; (4) the annual amortization and <br />OM&R expenses for facilities added to the Parker-Davis Project <br />system for the transmission of CRSP power; and (5) the O&M <br />expenses for facilities added to the Colorado-Big Thompson <br />Project and Pick-Sloan Missouri Basin Program systems for the <br />transmission of CRSP power. <br /> <br />O&M expenses have increased steadily due to the addition of <br />facilities and increases in the costs of labor and supplies. <br /> <br />Figure 1 (Appendix I) shows power O&M cost indices for the <br />years 1970 through 19B5 provided by Reclamation, compared with <br />actual CRSP O&M costs. Actual costs have risen more than the <br />index because of additional investment: Crystal Powerplant, <br />completed in 197B, and additional CRSP transmission facilities. <br />The average annual compound growth rate, for FYs 1970 through <br />1985, was 5.75 percent for the power O&M index and 10.17 per- <br />cent for CRSP. CRSP power-related investment grew from <br />$411,937,000 in FY 1970 to $652,448,000 in FY 19BB, an increase <br />of 58 percent in total, or 3.2 percent annually. Reclamation's <br />power O&M index is an average of the actual operating expenses <br />of nine hydroelectric projects, including CRSP. <br /> <br />Column 4 of the FY 19B9 Integrated Projects Preliminary PRS <br />Executive Summary (Appendix J) shows CRSP O&M expenses annually <br />for FYs 1964 through 20BO.
