<br />Authority for the Action <br /> <br />This assessment is prepared in accordance with the National Environmental <br />policy Act (NEPAl and =rent DepartIrent of the Interior and Reclamation <br />guidelines. Planning studies on the Paradox Valley unit were conducted in <br />accordance with the Colorado River Basin Salinity Control Act of June 24t 1974 <br />(Public Law 93-320), and the Federal Water Pollution Control Act Amendments of <br />October 1972 (Public Law 92-500), as amended by the Clean Water Act of 1977 <br />(Public Law 95-217). Title II of public Law 93-320 authorized the Paradox <br />Valley unit for construction, operation, and maintenance as part of a basin-wide <br />program. <br /> <br />Title I of Public Law 93-320, directed tCMard controlling the salinity of <br />river water dCf.o/llstream of Imperial Dam for use in the United States and Mexico, <br />authorized the construction of a desalting complex and other measures to ensure <br />acceptable salinity levels. Title II of the act is directed toward iroplem:nting <br />salinity control of the Colorado River in the United States upstream of <br />Irrperial Dem to meet the salinity control criteria for the Colorado River. <br />Public Law 92-500 established a public policy of non-degradation for water <br />quality, pollution effluent discharge limitations, and eventual zero-pollution <br />discharge. <br /> <br />00 41 <br /> <br />2 <br />
