7. Carment:

Page 5 - Facilities to be Constructed: Insufficient descriptions are
presented, which makes it difficult to analyze most of the impacts. We need
specific locations and descriptions of the proposed facilities and buildings.
Include also a discussion of the rehabilitation of the existing "temporary"
brine evaporation pond on public land near the Dolores River, so irrpacts of
construction of that facility can be analyzed and reviewed.

Response:

The "Facilities to be Constructed" section has been expanded in the text.

The wording addressing the rehabilitation of the brine pond has been removed
from the text since it is no longer a part of the plan.

8. Carment:

1. Exactly which facilities would be located on public lands managed by HIM?
Are the relift pumping plant, other pumps, leach field, and warehouse on lands
managed by HIM or Bureau of Reclamation or are these on private land?

Response:

Project facilities located on land managed by the HIM include include a pipe-
line, powerline, and road crossing; 320 feet of HIM land located to the south of
State Highway 90 and a pipeline extending 2750 feet on HIM land located north of
State Highway 90.

All other unit features except connecting roads, pipelines, and power lines would
be located on Bureau of Reclamation land.

9. Carment:

2. Where would the 69-kV powerline carne from, who would provide the service,
where would it cross public land, and what type of structures would be used?
This powerline should be addressed in the FA. A right-of-way would be needed
where this facility crosses public lands.

Response:

The powerline, access road, and pipeline would all follow the same right-of-way
corridor, crossing 320 feet of HIM administered land South of Highway 90. The
69 kV powerline would connect existing lines near Colorado Highway 90, running
southerly to the injection well. Although yet to be determined, probably either
the Colorado ute Electric Association, Utah Power and Light, or San Miguel Power
Association would serve the line. This power line would be designed to prevent
electrocution of rap tors.

10 . Carment:

3.
